“NOVI PRISTUP – Jačanjem lokalne konkurentnosti radne snage do povećanja stope zaposlenosti”
Udruženje Nova sigurnosna inicijativa u junu mjesecu je započela s implementacijom pilot projekta „NOVI PRISTUP – Jačanjem lokalne konkurentnosti radne snage do povećanja stope zaposlenosti“. Projekat “NOVI PRISTUP“ jedan je u nizu sličnih projekata koji se provode u okviru šireg projekta “Podrška lokalnim partnerstvima za zapošljavanje u Bosni i Hercegovini”, a kojeg realizira Međunarodna organizacija rada (ILO). Oba navedena projekta se finansiraju sredstvima Evropske unije (EU) u iznosu od 4 miliona eura, a koja su obezbjeđena kroz EU program za lokalni razvoj i zapošljavanje.
Vrijeme implementacije projekta je 12 mjeseci, dok je teritorijalni fokus njegove realizacije područje općine Bužim. Glavni cilj projekta „NOVI PRISTUP“ je doprinijeti ekonomskom razvoju područja općine Bužim kroz sistemski pristup problemu velike nezaposlenosti. Međutim, iako je formalna stopa nezaposlenosti visoka, veliki broj nezaposlenih osoba je ekonomski aktivno u neformalnoj ekonomiji, a naročito u sektorima građevinarstva i poljoprivredne proizvodnje. U tom smislu, projekat „NOVI PRISTUP“ je usmjeren na ostvarivanje dva konkretna cilja. Prvi se odnosi na uspostavljanje institucionalnog sistema koji će omogućiti da se osobe aktivne u neformalnoj ekonomiji uvedu u formalne ekonomske tokove. Drugi konkretni cilj jeste povećanje zapošljivosti takvih osoba kroz verifikaciju (akreditaciju) njihovih znanja i vještina koje su stekli radeći u neformalnoj ekonomiji, čime će steći formalno priznate kvalifikacije. Ujedno, to će im omogućiti manju izloženost riziku da u budućnosti budu stvarno ili formalno-pravno nezaposlene, stvarajući dobre pretpostavke za sigurniju budućnost!
Osim navedenih ciljeva, projekat „NOVI PRISTUP“ ima i specifičnu svrhu koja se ogleda kroz dvije komponente. Prva komponenta podrazumijeva promociju lokalnog partnerstva za zapošljavanje (LPZ), modela koji označava međusobnu saradnju zainteresiranih strana na lokalnom nivou (vlasti, poslodavci, obrazovne institucije i sl.) u cilju ekonomskog razvoja kroz povećanje stope zaposlenosti, odnosno kroz harmonizaciju ponude i potražnje na tržištu rada. Druga komponenta specifične svrhe projekta je promocija koncepta „priznavanja prethodnog učenja“ koji omogućava osobama da im se priznaju (akreditiraju) znanja i vještine koje su stekli izvan formalnog sistema obrazovanja. Osim što predstavlja motivaciju za cjeloživotno učenje i profesionalni razvoj osoba, takav koncept osnažava njihovo pozicioniranje na tržištu rada. Po okončanju projekta „NOVI PRISTUP“, dobre prakse lokalnog partnerstva za zapošljavanje i koncepta „priznavanja prethodnog učenja“ u Bužimu biće predstavljene i drugim općinama u Unsko-sanskom kantonu.

“NEW APPROACH – Through Strengthening of Local Competitiveness of the Workforce to Increase in the Employment Rate”
The Association New Security Initiative started with the implementation of the pilot project “NEW APPROACH – Through Strengthening of Local Competitiveness of the Workforce to Increase in the Employment Rate” in June. The pilot project “NEW APPROACH” is one of a series of similar projects implemented within the wider project “Support to Local Employment Partnerships in Bosnia and Herzegovina”, which is implemented by the International Labour Organization (ILO). All of these projects are financed by the European Union in the total amount of 4 million Euros, which are provided through the EU Programme for Local Development and Employment.
The project implementation time is 8 months, while the territorial focus of its implementation is the area of the Municipality of Bužim. The main goal of the pilot project “NEW APPROACH” is to contribute to the economic development of the area of the Municipality of Bužim through a systematic approach to the problem of high unemployment. However, although the formal unemployment rate is high, a large number of unemployed people are economically active in the informal economy, especially in the construction and agricultural sectors. In this sense, the pilot project “NEW APPROACH” is aimed at achieving two specific objectives. The first refers to the establishment of an institutional system that will enable individuals active in the informal economy to enter formal economic flows. The second specific objective is to increase the employability of such persons through the verification (accreditation) of their knowledge and skills acquired by working in the informal economy, thus obtaining formally recognized qualifications. At the same time, this will allow them to be less exposed to the risk of being really or legally unemployed in the future, creating good conditions for a safer future!
In addition to the stated goal and objectives, the pilot project “NEW APPROACH” has a specific purpose that is reflected through two components. The first component implies the promotion of a Local Employment Partnership (LEP), a model that indicates the cooperation of stakeholders at the local level (local authorities, employers, educational institutions, etc.) for the purpose of economic development through increasing the employment rate, that is, through the harmonization of supply and demand in the labour market. The second component of the specific purpose of the project is the promotion of the concept of “recognition of prior learning” that allows people to verify their knowledge and skills acquired outside the formal education system. In addition to being a motivation for lifelong learning and professional development of persons, such a concept reinforces their positioning in the labour market. After the completion of the pilot project “NEW APPROACH”, the good practices of the local employment partnership and the concept of “recognition of prior learning” in Bužim Municipality will be presented to other municipalities in the Una-Sana Canton.
The project partners are the Municipality of Bužim, the Public Employment Service of Una-Sana Canton – Bužim Employment Bureau, Mixed Secondary School “Bužim”, Centre for Adult Education – Gračanica and construction company “Širbegović”.
